Description
The United States Coast Guard (USCG) Sector San Diego is seeking a firm‑fixed‑price contractor to provide comprehensive janitorial services for a variety of government facilities, including offices, clinics, locker rooms, galley, conference rooms, and secure spaces. The scope covers daily cleaning, restocking, waste removal, floor care, surface and glass cleaning, key control, emergency response, and occasional “surge” work such as special events or additional cleaning after weather events. The contractor must supply all personnel, equipment, supplies, and management oversight, maintain a uniformed appearance, and comply with extensive USCG and federal regulations. Service levels are defined by Level‑I, II, III, and Limited Service classifications, each with specific cleaning frequencies. The contract is firm‑fixed‑price, with the possibility of adding personnel at no extra cost, and includes a requirement for a Key Control Plan and a Quality Control Plan. Performance will be monitored via CPARS and AQL metrics, with potential invoice reductions for non‑compliance.
• Provide daily janitorial cleaning (restrooms, lockers, offices, common areas) across multiple USCG buildings in San Diego.
• Follow defined Level‑I/II/III service frequencies and perform periodic carpet shampooing, glass cleaning, and floor maintenance.
• Respond to service calls within 2 hours and handle emergency reporting within 15 minutes.
• Manage all staffing, uniforms, supplies, equipment, and compliance with USCG regulations.
• Submit inspection reports, key‑control plans, and adhere to performance metrics (AQL) with possible invoice penalties.
