Description

The San Dieguito Water District (SDWD) is seeking a qualified consulting firm to perform a comprehensive cost‑of‑service study for both potable and recycled water rates and to develop a 10‑year financial model that supports future rate‑setting decisions. The consultant will evaluate existing rates, propose alternative structures, model capital‑improvement financing, and prepare legally compliant notices under California Proposition 218. Deliverables include a detailed study report, an Excel‑based rate model with training, presentation decks for Board meetings, and all required insurance and compliance documentation. • Conduct data review, cost allocation, and scenario analysis for potable and recycled water services. • Design and compare tiered versus uniform rate structures; prepare Proposition 218 notice and mailing. • Build and train SDWD staff on a 10‑year Excel financial model covering operating costs, debt service, joint‑facility allocations, and affordability analysis. • Provide multiple Board presentation packages and manage project schedule through to the final public hearing in April 2027.

Budget estimate

$250,000 – $800,000

Comparable water‑rate cost‑of‑service studies for California utilities typically range from $250 k for smaller districts to $800 k for more complex, multi‑year modeling efforts. Considering SDWD’s need for a detailed 10‑year model, multiple Board presentations, and legal notice preparation, a realistic contract value would likely fall between $300 k and $750 k, depending on the consulting firm’s staffing and hourly rates.
