Description

The County of Siskiyou is seeking one or more community‑based organizations to deliver a multi‑service Early Intervention behavioral‑health program for youth and transitional‑age youth (up to age 25) across the county. The contractor must provide outreach, screening, brief evidence‑based interventions, individual and group counseling, peer and family support, and warm handoffs to longer‑term services, with a strong emphasis on trauma‑informed, culturally and linguistically responsive delivery. The contract runs three fiscal years (July 2026 – June 30 2029) with a maximum funding ceiling of $200 k per year (total $600 k). Monthly progress reports and annual trainings/attestations are required, along with compliance with DHCS/BHSA regulations. • Target population: youth ≤ 25 y, especially those experiencing trauma, homelessness, justice involvement, LGBTQ2+, or child‑welfare involvement. • Core services: outreach/education, screening, brief evidence‑based counseling (individual & group), peer/family support, and coordinated warm handoffs to specialty care. • Deliverables: monthly progress reports (≤ 20 days after month‑end), annual training attestations, compliance with data‑collection scorecard, and possible site‑visit evaluations.

Budget estimate

$150,000 – $600,000

The solicitation states a maximum of $200,000 per fiscal year, totaling up to $600,000 over the three‑year contract. Assuming the award will be near the ceiling, the contractor could expect payment in the mid‑to‑high range of that limit. A conservative estimate might be $150,000 (if only part of the budget is allocated) up to the full $600,000 if the County funds the entire scope. Factors influencing the final amount include the number of youths served, the mix of services delivered, and the approved fee schedule.
