The State of Maryland’s Comptroller Office is seeking a Small Business Reserve (SBR) certified Master Contractor to provide Mobius mainframe software licenses, ongoing maintenance, and support for the Comptroller’s IT Division. This is a fixed‑price, two‑year contract (Nov 30 2026 – Nov 29 2028) under the existing COTS Software Master Contract (060B2490021). Bids must be submitted electronically, password‑protected, by 1:00 PM EST on 5 Oct 2026. The award will be limited to SBR‑certified small businesses that are authorized resellers of Rocket Software’s Mobius product.
• Provide Mobius®‑z/OS licenses (including CICS Server, Remote Job Output, VTAM Server) and associated maintenance.
• Deliver installation and training services (optional, not exceeding 49 % of total value).
• Supply warranty/maintenance documentation, MSRP screenshots, and a Letter of Authorization from the manufacturer.
• Pricing must be valid for at least 90 days; annual invoicing required.
• Evaluation based on price and conformance to scope.
