Description
The Maryland Department of Aging is seeking a consultant to assist in designing and launching the Supporting Older Adults with Resources (SOAR) program. The consultant will be responsible for reviewing existing analyses and recommendations, synthesizing collected information, identifying opportunities for program design and implementation, and developing initial drafts of notice of grant funding opportunities. The consultant will also be required to incorporate findings from the 2024-2025 LTSS Rebalancing Technical Assistance with ADvancing States and be informed by the initial SOAR Stakeholder Workgroup Report and Recommendations. Key tasks include:
• Research and landscape review of programs and services related to aging
• Program and funding integration assessment to identify opportunities for service coordination and referrals
• Development of a detailed written report and accompanying slide deck
• Presentation of findings to MDoA stakeholders
• Creation of a comprehensive work plan for the remainder of State Fiscal Year 2026 and State Fiscal Year 2027
The consultant will be required to have at least three years of relevant experience in health policy, program development/administration, or human-centered design, and demonstrate expertise in programs and policies related to aging.
