Description
Port Authority of Allegheny County (PAAC) seeks a qualified consulting firm to develop and execute a comprehensive state‑level legislative strategy and advocacy program on its behalf. The contractor will monitor Pennsylvania legislative activity, craft policy positions, prepare briefing materials, conduct lobbying engagements with the Governor’s Office and General Assembly, and provide regular reporting to PAAC leadership. The contract is a single‑award, fixed‑price services agreement with a two‑year base term and one optional two‑year extension. The solicitation includes extensive compliance requirements (DB participation, de‑barment certification, lobbying disclosures, insurance, and E‑Verify).
• Develop annual legislative strategy, pre‑session tactical plans, and priority documents.
• Provide direct advocacy, testimony, briefing memos, and representation at Capitol hearings.
• Deliver monthly activity summaries, bi‑weekly strategy meetings, and end‑of‑session reports.
• Maintain DB participation for non‑federally funded portions and comply with all federal, state, and local regulations.
