Consulting Services for Preparation of Comprehensive Development Impact Fee Nexus Study and Fee Updates

The County of Marin is seeking qualified consulting firms to conduct a comprehensive Development Impact Fee (DIF) Nexus Study, update the County’s DIF program, and produce a Residential Feasibility Analysis in compliance with state fee statutes. The work includes reviewing existing fee documentation, analyzing infrastructure needs, developing a legal nexus, recommending updated fee structures, preparing cost estimates, and presenting findings to stakeholders. • Review of current DIF programs, capital improvement plans, and related statutes (Mitigation Fee Act, AB 602). • Development of a quantitative nexus linking new development to infrastructure costs and recommendation of revised fee schedules. • Preparation of a residential feasibility analysis with pro‑forma modeling for various housing types. • Delivery of draft and final reports, stakeholder presentations, and recommendations for accounting/administration improvements.
