RFQ - Supplemental and Flexible Benefits Plan

Paragould School District is seeking a qualified broker/consultant to design, administer, and manage a supplemental and flexible employee‑benefits plan for its roughly 500 full‑time staff. The vendor must be able to administer a suite of voluntary benefits (flexible spending accounts, vision, dental, life, disability, critical illness, etc.), provide enrollment support, handle IRS compliance and reporting, maintain a fidelity bond, and ensure compliance with Arkansas insurance regulations. Proposals must include detailed fee schedules, references from four Arkansas public schools, and a description of enrollment and communication processes. Seven sealed copies are required, with a submission deadline of June 30 2025. Presentations may be requested on July 14 2025. • Administer a full supplemental & flexible benefits package (FSAs, vision, disability, life, etc.) • Provide enrollment services, web portal, counseling, IRS filings, and fidelity‑bond coverage • Submit detailed fee schedule and references; seven sealed copies required • Service period begins March 1 2026 for a one‑year plan year • Must comply with Arkansas Dept. of Insurance rules and have experience with similar school districts.
