RFI No. 5.20.26-POWER-SAL: Climate Hazards Mitigation Analysis

The Los Angeles Department of Water and Power is seeking information from the industry to complete a Climate Hazards Mitigation Analysis. The analysis aims to better understand climate vulnerabilities and incorporate mitigation strategies into operations, maintenance, and long-term planning processes. The scope of work includes assessing climate hazards such as wildfire, flood, and wind, and providing high-level strategies and planning initiatives for mitigation. The analysis should consider modeling results across multiple hazards for commonly exposed asset classes. The target duration for the entire analysis and recommendations is 24 months from the award of a potential contract. • The primary climate hazard is wildfire, and all LADWP assets located within California Public Utility Commission High Fire Threat Districts Tier 2 and Tier 3 and high wind zones will be included. • The study shall use the published UCI flood model for Los Angeles County. • Vendors may propose an evaluation framework for flood risk analysis, including depth thresholds or other criteria for specifically exposed assets. • LADWP expects high-level strategies and planning initiatives, supplemented by actionable interventions for specific assets where appropriate. • The intent is for a one-time assessment with training and models to allow LADWP to update assessments for changing conditions.
