The West Virginia Parkways Authority is seeking a single law firm to serve as both Bond Counsel and Disclosure Counsel for its upcoming bond issuances. The firm must prepare all bond documentation, ensure compliance with statutory requirements, and handle disclosure and conflict‑of‑interest matters. Proposals must be based on an hourly‑rate model with detailed rate tables for partners, PLLC members, associates, paralegals, and secretarial staff, plus an estimate of total hours. Joint proposals from multiple firms are prohibited, though one firm may perform both services. Electronic research costs are non‑reimbursable; all other expenses must be itemized and justified.
