Description
The Troup County School System is seeking a qualified Construction Management (CM) firm to act as the CM‑at‑Risk for a $40 million, phased construction of a new K‑12 elementary school in West Point, GA. The project will be executed in four phases (new gym, demolition of existing structures, two‑story academic building, demolition and parking lot work) with construction scheduled to start July 2027 and finish June 2029. The CM will be responsible for pre‑construction planning, value engineering, bid packaging, subcontractor selection, on‑site supervision, quality control, safety, schedule management, and post‑construction warranty administration. Attendance at a mandatory pre‑proposal conference on Oct 13, 2026 is required; proposals are due Oct 29, 2026. The award is expected by Nov 12, 2026, with a GMP contract to be negotiated thereafter.
• Scope: Full CM‑at‑Risk services for a 40 M USD K‑12 school project (≈ 120,000 sf total).
• Phases: New gym (17,600 sf), demolition of existing gym (14,500 sf), new two‑story academic building (84,800 sf), demolition of remaining structures and parking lot work.
• Schedule: Construction July 2027 – June 2029 (≈ 24 months).
• Mandatory pre‑bid conference: Oct 13, 2026 (must attend).
• Proposal submission deadline: Oct 29, 2026 2:00 PM ET (six sealed copies).
• Evaluation: Qualifications‑based, followed by interview and Board of Education approval.
• Required bonds/insurance: 100 % performance & payment bonds, comprehensive liability, workers’ comp, etc.
• Fee structure: Overhead & profit plus General Conditions expressed as percentages of the construction budget (estimated 5‑10 % total).
