Notice of Intent to Award a Sole Source: High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS)

The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source contract to Agilent Technologies, Inc. for the procurement, installation, and training of a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system. The system is required to replace an aging and inoperable unit at Wright-Patterson Air Force Base, Ohio. The HPLC-MS system must meet specific technical requirements, including full component integration from a single manufacturer, use of proprietary Agilent MassHunter software, and compatibility with established analytical methods and personnel expertise. • The system must be a component system with all components from the same manufacturer. • The system must have an operating pressure of at least 800bar and include a mass spectrum analyzer with two modes of operation (ESI and APCI). • The system must include a Quaternary pump and a degasser, and be upgradable to supercritical fluids (SFC) of Food Grade carbon dioxide (CO2). • Installation and training for 3 people for 3 days must be included. • The system must be delivered within 9 months after receipt of the award, and the contractor must be responsible for transportation, loading, unloading, storage, and all necessary movement of the system.
