Light Rail Stations Modernization Project (LRMP Tranche 2) Request for Proposals Phase 1-Technical Qualifications Contract No. T-2444-0150

The Maryland Transit Administration is seeking a qualified Progressive Design-Build (PDB) Team for the Light Rail Stations Modernization Project (LRMP Tranche 2). The project aims to upgrade the existing Light Rail Stations to enhance reliability, accessibility, maintainability, customer experience, ADA-compliance, and safety and security. The project scope includes platform modifications, systems work, shelter improvements, and ADA compliance. The selected PDB Team will enter a Contract for the Development Phase of the Tranche 2 Project, followed by award of one or more Guaranteed Maximum Price (GMP) Contract modifications for the construction of the Tranche 2 Project. • The project has a budget range of $300-$500 million for design, construction, and Transition Management Phase. • The project is expected to be completed in two stages, with Stage 1 providing station upgrades needed to be completed before the Transition Management Phase and Stage 2 bringing the stations to the final configuration once the Transition Management Phase ends. • The project includes additional scope such as video surveillance system upgrade, wayfinding, Howard Street rail replacement, and pedestrian crossings replacement. • The project has a potential for enhancements such as LED lighting, art in transit, canopies, real-time information signage, and integrated handrail/stair lighting.
