Description

The New York State Education Department (NYSED) is seeking proposals to provide statewide professional‑development training and technical assistance for certified Impartial Hearing Officers (IHOs) and to conduct investigations of complaints alleging misconduct or incompetence of those officers. Two separate contract parts may be bid on independently: Part I focuses on delivering virtual certification trainings, mandatory four‑hour sessions, subject‑matter‑expert webinars, ongoing technical assistance, and regular coordination meetings; Part II requires performing up to 25 investigations per year, delivering findings within 60 days, and attending a brief system‑training session. All work must be all‑inclusive, comply with NYSED’s M/WBE participation goals, and be performed under a three‑year contract period (Dec 1 2026 – Sep 30 2029). • Part I: 2 virtual certification trainings per year, 2 mandatory four‑hour trainings, 8 h SME support, ~416 h of technical assistance, and bi‑monthly contract‑manager meetings. • Part II: Approximately 25 complaint investigations annually, each reported within 60 days, plus one two‑hour virtual system‑training session. • Mandatory attorney qualifications, IDEA knowledge, and conflict‑of‑interest restrictions apply; subcontracting limited to 30 % of total budget; M/WBE certification required for participation goals.

Budget estimate

$500,000 – $800,000

No explicit contract value is disclosed. Based on the scope—approximately 416 hours of technical assistance plus bi‑monthly meetings and two annual trainings for Part I, and up to 25 investigations per year for Part II—a reasonable estimate would be $150‑$200 per hour for consulting services plus a per‑investigation fee of $4,000‑$6,000. This yields an annual spend of roughly $180,000‑$250,000, leading to a total contract value of $500,000‑$800,000 over the 34‑month period. The low end assumes modest hourly rates and lower investigation fees; the high end reflects premium rates for specialized legal expertise and full M/WBE compliance costs.
