RFP for Waste Characterization Study - 2026

The Upper Valley Waste Management Agency is seeking a qualified contractor to conduct a waste characterization study of materials generated and discarded in areas of unincorporated Napa County and the Cities of Calistoga, St. Helena, and Town of Yountville. The study will entail sampling and sorting of materials delivered by contracted and non-contracted private recyclers and waste haulers, as well as the public, to a transfer station and a landfill site located in the study area. The contractor will sample and sort streams of discards from single and multi-family residences, commercial entities, and those of residents, businesses, and government entities that "self-haul" to disposal sites. The contractor will provide data on the quantities and proportions of discarded material types in the residential, commercial, and self-haul landfill waste streams. • The contractor will identify and quantify specific types of organic materials, potentially hazardous materials, and potentially replaceable and/or recoverable materials in landfill waste streams. • The contractor will conduct sampling and measurements at the Clover Flat Resource Recovery Park/Landfill and Devlin Road Transfer Station. • The contractor will provide a workplan, including a preliminary draft for agency review, then a final workplan. • The contractor will provide all necessary labor and equipment to conduct the necessary tasks to complete the study. • The agency has committed $90,000 to this project.
