The Town of Arlington, MA is seeking a single vendor to provide full‑service printing and mailing of municipal tax bills and related notices for a three‑year term. The contractor must handle data receipt, verification, in‑house printing of perforated 8.5×11 statements, assembly of #10 outbound envelopes with #9 courtesy reply envelopes, optional inserts, and delivery of completed mail‑pieces to the USPS. All work must be performed by the vendor (no subcontracting) and the vendor must be a full‑service Intelligent Mail Barcode provider able to meet a three‑business‑day turnaround from data file receipt to mailing.
• Print and mail approx. 53,000 tax bills annually across multiple categories (real estate, personal property, water/sewer, excise, etc.).
• Provide sequence‑number control, pull‑back capability, and use the Town’s bulk‑mail permit or offer an equivalent discount.
• Submit separate technical and price proposals by 01/10/2014, with mandatory insurance, references, and non‑collusion certifications.
