Description
The City of Doral is seeking a qualified firm to operate and maintain its trolley circulator system, comprising 16 existing trolleys (with 8 additional units to be added) serving four routes across the city. The contractor must provide full‑time drivers, preventive and corrective maintenance, fuel, dispatch facilities, and compliance with ADA, safety, and reporting standards. The contract is initially three years with two optional two‑year extensions, and the contractor will be held to detailed performance metrics with monetary penalties for non‑compliance.
• Operate the trolley fleet (minimum 12 in service, 3 backups) on defined schedules, including holidays and potential additional routes.
• Perform preventive maintenance, body repairs, cleaning, fueling (bio‑diesel or gasoline), and manage parts inventory.
• Provide bilingual drivers, dispatch room, safety & ADA compliance, daily/weekly/monthly reporting, and respond to incidents within strict timeframes.
• Meet performance standards such as on‑time arrivals, vehicle condition, and passenger complaint limits, with prescribed liquidated damages.
• Maintain required insurance, bonds, and certifications; adhere to “Cone of Silence” communication rules.
