Announcement of Enhancements to Identity Verification Services and Funding Opportunity to Support State Costs Associated with Participation in Such Services
The Employment and Training Administration is announcing enhancements to its identity verification services and a funding opportunity to support state costs associated with participation in these services. The funding opportunity is available to states that have previously expressed interest in participating in the identity verification services. The grants will support staff and technical costs to implement, enhance, and continue participation in the Department's enhanced identity verification services offering. The opportunity is open to states, including the District of Columbia and the Commonwealth of Puerto Rico; and the Virgin Islands. The deadline for submission is May 1, 2026. Some key points about the opportunity include:
• The Department is enhancing its identity verification services offering by providing services through Login.gov at the ID Assurance Level IAL2, and the ability for individuals to select the USPS in-person proofing option as part of the Login.gov workflow.
• The Department will continue to pay transaction costs for a period of at least two years after the date the state deploys the Department's enhanced identity verification services offering.
• States must use the funds made available under this opportunity to implement the enhanced identity verification services offering using Login.gov.
• The permissible uses for these funds include staff and technical costs to implement, enhance, and continue participation in the Department's enhanced identity verification services offering.
