The Department of Veterans Affairs, via the GPO small‑purchase portal, is seeking a qualified printer to produce 93,929 survey kits. Each kit consists of a personalized cover letter, a 12‑page paper survey (11 × 17 in., folded to 8.5 × 11 in.), a window envelope, and a business‑reply envelope (BRM). The contractor must generate press‑quality PDF proofs, obtain approval, produce 10 hard‑copy pre‑production samples, and then print, bind (head‑to‑head, saddle‑stitched), and package the kits for guaranteed‑delivery shipment by July 9, 2026. The Government will reimburse postage for the BRM envelopes, and the contractor must maintain PII security controls, provide presorted mailing lists, and submit delivery verification within 24 hours of receipt.
