Description
The Indian Health Service (IHS) is conducting market research for an Operations & Maintenance (O&M) support contract to sustain its Federal financial management environment. The contractor will provide functional, technical, and business‑process support for the Unified Financial Management System (UFMS), Oracle Hyperion, FBIS, iProcurement, Qlik reporting tools, and related interfaces. Services include help‑desk support, system administration, change management, training, reconciliation, user provisioning, and periodic phase‑in/phase‑out activities across IHS offices nationwide. The effort is a 12‑month base period with up to four additional 12‑month extensions and will be performed primarily from the IHS headquarters in Rockville, MD, with possible travel to regional sites.
• Provide full‑stack O&M support for UFMS modules (GL, AP, AR, Fixed Assets, etc.)
• Support Oracle Hyperion budgeting/planning and FBIS reporting solutions
• Deliver after‑hours help‑desk, user provisioning, and training services
• Conduct change‑management, impact analysis, testing, and system‑integrity monitoring
• Produce monthly progress reports and maintain extensive documentation
• Manage phase‑in (up to 30 days) and phase‑out transitions, including knowledge transfer
• Ensure compliance with federal security, public‑trust background, and audit requirements.
