Q301--Notice of Intent to Sole Source VA Pittsburgh Healthcare System HLA Tissue Typing STAT Laboratory Services

The Department of Veterans Affairs (VA) intends to negotiate a sole source contract for Human Leukocyte Antigen (HLA) tissue typing laboratory services with UPMC Presbyterian. The contractor will provide all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide Reference Laboratory Services to VISN 4. The services include specimen preparation and storage, transportation of clinical laboratory specimens, performance of analytical testing, reporting of analytical test results, and consultative services. The contractor must have at least three years of experience in providing laboratory testing services and must have at least one year of experience in transporting biomedical materials. The contractor must also hold a Certificate of Compliance or Certificate of Accreditation from the Centers for Medicare & Medicaid Services. • The contractor will provide customer service that is accessible by toll-free telephone service 24 hours per day, 7 days per week. • The contractor will provide a data management system that meets the requirements outlined in the contract. • The contractor will provide test results within the prescribed turnaround times. • The contractor will provide monthly workload summary reports to the Government. • The contractor will provide consultative services to assist in the monitoring of ordering trends and utilization patterns.
