Description
The City of Austin is seeking a qualified contractor to provide comprehensive trust administration services for its Other Post‑Employment Benefits (OPEB) Trust Fund. The contractor will act as fiduciary trustee, handle custodial and administrative functions, deliver investment support, produce regular reporting, ensure compliance with federal, Texas, and GASB requirements, and provide participant services. The contract is a 36‑month initial term with two optional 36‑month extensions, and the award will be based on technical merit and price.
• Provide plan installation services, including analysis, advisory, and documentation for trust establishment.
• Perform ongoing plan administration: contribution monitoring, accounting, reimbursement/distribution processing, monthly & annual reporting, actuarial updates, audit coordination, and regulatory compliance.
• Deliver investment policy development, asset‑allocation guidelines, and performance reporting.
• Offer education and presentations to City staff and maintain data‑security protocols.
• Submit detailed fee proposals; the lowest‑priced responsive offer receives maximum points.
• Mandatory submission by 2:00 PM CST on 09/03/2026; questions due by 08/21/2026.
