Description

The Housing Authority of the City of Pittsburgh, through its instrumentality Allies & Ross Management and Development Corporation, is establishing a five‑year pre‑qualified pool of private co‑developers to be called upon for future affordable‑housing projects in Pittsburgh. No initial contract value is attached; qualified firms will be eligible for upcoming task orders that will specify scope, budget, and fees. The solicitation emphasizes comprehensive development capabilities—from master‑planning and design through financing, construction oversight, and long‑term asset management—while meeting stringent MBE/WBE and HUD Section 3 participation goals. • Develop and manage all phases of affordable‑housing projects, including site acquisition, design, financing, construction, and post‑construction asset management. • Demonstrate at least 5 years of experience and a track record of 100+ affordable units and 3+ LIHTC projects. • Provide detailed staff resumes, past‑performance references, and plans to meet 25 % MBE and 10 % WBE participation, plus HUD Section 3 hiring and subcontracting objectives. • Submit a complete Excel workbook (Attachment D) by September 29, 2026, with mandatory pre‑submission Zoom meeting on September 3, 2026. • Successful firms will be placed in a five‑year qualification pool and may receive up to two task orders during that period, each negotiated via separate MOA/MDA.

Budget estimate

$500,000 – $6,000,000

The solicitation does not disclose a specific fee; however, typical developer fees for affordable‑housing projects range from 5 % to 10 % of total project cost. Assuming each future task order could be a $10 M–$30 M development, the developer fee would be $500 K–$3 M per project. With an anticipated two task orders over the five‑year pool, the total potential earnings for a qualified firm could fall between roughly $1 M and $6 M. This estimate assumes successful award of both task orders and standard fee structures.
