This Sources Sought notice seeks qualified firms to provide non‑personnel professional support services as Technical Analysts for the Army’s Organization and Personnel Force Development Directorate (OPFD). The contractor must supply all personnel, equipment, facilities, transportation, and related services to support fourteen Force Structure Life‑Cycle functions, attend TDY travel, stakeholder meetings, working groups, and tabletop exercises. The effort is structured as a base year (31 Jan 2027‑30 Jan 2028) with up to five one‑year options and an additional eight‑month extension, on a firm‑fixed‑price basis. Small‑business set‑aside considerations apply, and respondents must submit a capabilities statement by 28 Sep 2026.
• Provide senior program/technical analysts for Aviation Officer, Warrant Officer, Enlisted, and Aviation Organization issues across four OPFD divisions.
