Description
The Illinois State Toll Highway Authority is seeking a qualified consultant (or team) to provide a Program Management Office (PMO) and associated technical/administrative services for its multi‑billion‑dollar capital‑program portfolio (Move Illinois, Bridging the Future, Driving Connections). The consultant will act as an extension of Tollway staff, delivering program governance, controls, risk and resiliency management, design and construction oversight, land‑acquisition support, diversity‑program administration, fiber‑optic/utility coordination, ITS deployment, document control, communications, data analytics, training, and innovation initiatives. The award will be a five‑year base contract with up to two optional five‑year renewals (maximum ten years), with a mandatory 28 % D/M/WBE and 3 % VOSB participation goal and a self‑performance minimum of 40 % of the work. Submissions are Statements of Interest (SOI) due 21 Oct 2026, with a pre‑proposal virtual/in‑person meeting on 24 Sep 2026.
