Description

The City of Tulsa is seeking a qualified staffing firm to provide temporary Office Technical (OT) and Administrative Technical (AT) personnel on a rate‑based cost structure. The contract is a one‑year term with up to four optional one‑year renewals, and the vendor must handle recruiting, screening, drug testing, background/sex‑offender checks, credit checks (as needed), and employee benefits. The City prefers vendors with a local Oklahoma storefront and expects rapid response times (candidate identified within 24 hours, on‑site within 48 hours). Evaluation will consider mark‑up and payroll bill rates, quality of administrative support, customer service, and employee benefits. • Supply of temporary OT/AT staff across the City of Tulsa and surrounding sites, billed per pay‑grade with vendor‑proposed % mark‑up and % payroll bill rates. • Vendor must conduct 8‑panel drug testing, multijurisdictional background and credit checks, and manage benefits (medical, vacation/holiday). • Must provide detailed reporting, invoicing, and adhere to insurance (CGL, auto, workers’ comp, professional liability) and compliance (EEOC, ADA, Open Records Act) requirements.

Budget estimate

$800,000 – $1,200,000

Historical City spending on temporary staffing ranged from about $880 K to $1.14 M annually (2020‑2022). Given the one‑year contract term and the City’s expectation of flexible, rate‑based pricing, a winning vendor could expect to earn roughly between $800,000 and $1,200,000 for the first year, depending on the number of placements, mark‑up percentages, and ancillary service fees (drug testing, background checks, etc.).
