The City of Orange is seeking a qualified vendor to design, staff, manage, and market a full‑service youth and teen summer day‑camp program for the 2026 summer season. The contractor will operate primarily out of Shaffer Park (with possible use of four alternate city parks), provide all programming, supplies, staffing, safety protocols, registration and fee collection, and handle all marketing and outreach. The City will supply the park facilities (multipurpose room, patio, playground, pavilion, field, limited kitchen) but no Wi‑Fi or computer lab; the contractor must operate independently with no City staff involvement in daily operations. A detailed cost‑share or revenue‑share proposal (sealed cost sheet) is required, and the contract term is one year with an option to extend. • Provide full‑service summer day‑camp (activities, field trips, bounce houses ≤ 20 × 15 ft, no swim lessons required). • Manage all staffing, training, background checks, safety, registration, fee collection, and daily cleanup. • Develop and execute all marketing, outreach, and participant recruitment; City offers limited promotion only. • Submit a sealed cost proposal covering Year 1 (primary evaluation) plus optional years 2‑4; contract is a one‑year professional‑services agreement with renewal option.
