Strategic Planning and Process Improvement

The Department of State Lands (DSL) is seeking a consultant to guide the development, planning, and updating of DSL's Strategic Plan, including process improvement services. The consultant will work with DSL to identify, create, revise, or execute a five-year Strategic Plan, develop a work plan, process improvements, and tracking tools and metrics. The scope of work includes tasks such as strategic planning, analysis, goal and objective setting, strategy development, action planning, resource allocation, monitoring, and evaluation. The consultant must have at least 3 years of experience with state agency strategic planning and experience integrating diversity, equity, and inclusion (DEI) strategies into strategic plans. Key tasks and deliverables include: * Updating DSL's vision, mission, and values & equity statement * Conducting a strategic outcomes analysis * Setting goals and objectives * Developing strategies to achieve goals and objectives * Creating an implementation plan * Determining resource allocation * Monitoring and evaluating progress and effectiveness * Updating and incorporating DSL's current DEI plan into the Strategic Plan * Integrating DSL's IT Strategic Plan into the Agency Strategic Plan
