Description
The City of Crescent City, together with the Crescent City Harbor District and Del Norte County, seeks a qualified consulting firm to update the 2019‑2024 Comprehensive Economic Development Strategy (CEDS) for the region. The consultant will manage project scheduling, conduct stakeholder outreach (at least three public meetings), gather and analyze economic and demographic data, and produce a revised CEDS document that includes new goals, an action plan, and an evaluation framework. All work must be completed by February 28 2027 and funded under a $60,000 not‑to‑exceed EDA grant.
• Conduct a minimum of three public/virtual meetings and coordinate with partner agencies.
• Perform data collection, economic analysis, and inclusion of the incarcerated population for a realistic baseline.
• Draft and deliver a full CEDS update, including goals, strategies, implementation schedule, cost estimates, and performance metrics.
• Provide progress reports with each invoice and present the final draft to the governing boards of all three partner agencies.
• Comply with all Federal Economic Development Administration (EDA) requirements and City procurement/contractual terms.
