RFP- RATES REVIEW & COST RECOVERY SUPPORT

The State of South Carolina’s Department of Administration is seeking a qualified vendor to provide expert analysis, revision, maintenance, and support for the Office of Technology & Information Services’ cost‑recovery model used by state agencies for IT services. The effort involves annual evaluation of the existing methodology, development of updates, and ongoing advisory services to ensure accurate cost allocation across multiple government entities. This work is primarily consulting‑focused, requiring strong expertise in IT financial modeling, cost‑recovery mechanisms, and public‑sector IT service delivery. • Conduct a comprehensive review of the current OTIS cost‑recovery model and methodology. • Develop and implement revisions to improve accuracy, transparency, and compliance with state regulations. • Provide ongoing maintenance, support, and advisory services throughout the contract term, including annual updates and stakeholder training. • Deliver documentation, reporting tools, and best‑practice guidelines for continued use by state agencies. • Serve as a point of contact for technical and policy questions related to the cost‑recovery framework.
