Description

The United States Army Corps of Engineers Seattle District will issue a firm‑fixed‑price sole‑source purchase order to Upstream Tech for high‑resolution meteorological and hydrological forecasting services that support water‑resource operations across the Green, White/Puyallup, and Kootenai River basins. The effort is critical for reservoir regulation, seasonal water‑supply forecasting, dam safety, and real‑time flood‑fighting operations. Upstream Tech is deemed the only vendor with the proprietary models, tools, and data pipelines already embedded in the Corps’ daily water‑management processes, making any transition to another vendor prohibitively risky and time‑consuming. The solicitation follows RFO 12.102(a) authority, and the product service code is R427. • Generate and deliver basin‑specific, high‑resolution meteorological forecasts. • Generate and deliver basin‑specific, high‑resolution hydrological forecasts. • Provide data feeds directly into the Corps Water Management System (CWMS) for real‑time operational use. • Support critical water‑management missions: reservoir regulation, water‑supply forecasting, dam safety, and emergency flood response. • Sole‑source procurement due 30 Oct 2026; size standard $19.5 M (NAICS 541990).

Budget estimate

$5,000,000 – $10,000,000

No contract value is disclosed, but the solicitation references a size standard of $19.5 million for the NAICS code, indicating the government expects a potentially sizable effort. Given the specialized nature of the forecasting service, a realistic award could fall between roughly $5 million and $10 million, depending on the scope of data feeds, model integration, and support hours.
