Description

The City of Pasadena Fire Department is seeking a consultant to conduct a comprehensive fee study for the Fire Prevention/Community Risk Reduction Division. The study aims to analyze the full cost of providing Fire Prevention services, evaluate the adequacy of current fees and revenue streams, and recommend a fee schedule that improves cost recovery while remaining transparent, equitable, and legally defensible. The selected consultant will be required to conduct an in-depth analysis of the Fire Prevention Bureau's Fiscal Year 2026 Fee Schedule and incorporate analysis of current staffing and operations. The scope of work includes comprehensive cost analysis, revenue and service evaluation, billing and administrative practices, benchmarking and comparative analysis, project logistics, and deliverables. • Comprehensive cost analysis: Provide a complete cost analysis of Fire Prevention services at current and recommended service levels. • Revenue and service evaluation: Review all existing revenue streams and identify lost revenue opportunities. • Billing and administrative practices: Assess current billing models and recovery practices, and recommend improvements to billing practices to enhance collection efficiency and reduce administrative burden. • Benchmarking and comparative analysis: Perform a comparative survey of fire prevention fees charged by similar jurisdictions. • Project logistics: Conduct site visits, stakeholder interviews, and conference calls as needed, and provide a project timeline with milestones for draft and final deliverables. • Deliverables: Provide a comprehensive written report with clear fee schedule recommendations, calculations, assumptions, and source data.
