RFQ 2026-Q05 Right-of-Way Acquisition Services Pool

Hays County is seeking professional right-of-way acquisition services for projects throughout the county on an as-needed basis. The selected firms will be added to a pool of pre-qualified right-of-way acquisition firms, from which the county will choose firms to negotiate professional services agreements. The scope of services may include appraisal and appraisal review, negotiations, relocation assistance, escrow and title coordination, closing coordination, eminent domain support, disposal of property, and project management and administrative services. The county is looking for firms with at least five years of experience in right-of-way acquisition services, sufficient resources to provide an efficient and successful solution, and familiarity with local conditions and requirements. • The firm must have sufficient, readily available resources in the form of experienced personnel, support services, and specialized subconsultants to carry out the work without delay or shortcomings. • The firm must have capacity to complete work within time limits established by the county. • The firm must be familiar with the local conditions and requirements under which these services must be provided. • The firm must provide a minimum of three references where like services have been supplied by their company. • The firm must affirmatively demonstrate respondent’s responsibility, including having adequate financial resources, ability to comply with required delivery schedules, satisfactory record of performance, and being otherwise qualified and eligible to receive an award.
