Description

The City of Farmers Branch, on behalf of four North Texas municipalities, is seeking a qualified consulting firm to develop FEMA‑compliant Disaster Debris Management Plans (DDMPs) and conduct related stakeholder workshops. The consultant will perform a full lifecycle of planning services—including kickoff, existing‑conditions review, drafting four jurisdiction‑specific plans, conducting individual and regional workshops, and delivering final electronic and printable documents—over an anticipated six‑month period. The effort supports regional solid‑waste grant funding and aims to improve preparedness for tornadoes, floods, ice storms, and other debris‑generating events. • Develop four separate DDMPs (Farmers Branch, Carrollton, Addison, Coppell) • Conduct four individual stakeholder workshops and one joint regional workshop • Provide all project management, data collection, GIS, and documentation deliverables • Align plans with FEMA Public Assistance, TDEM guidance, and local ordinances • Deliver final plans, executive summary, presentation materials, editable Word files, PDFs, and GIS files • Project duration ~6 months; award expected early October 2026

Budget estimate

$150,000 – $300,000

No contract value is disclosed in the RFP. Based on typical consulting rates for multi‑city emergency‑management planning (approximately $150‑$250 per hour) and an estimated 1,200‑2,400 total billable hours for a six‑month effort, the likely award range is roughly $150,000 to $300,000. Larger firms with extensive FEMA experience could push the high end, while smaller boutique consultants might target the lower end.
