The City of Asheville is seeking a qualified contractor to perform remote‑operated‑vehicle (ROV) visual inspections of 39 water storage tanks across 37 sites, provide pressure‑washing as needed, and execute repairs based on inspection findings. The contract is informal, awardable to the lowest responsive bidder, and runs for one year with an option to renew for an additional year. Bidders must demonstrate extensive commercial diving experience, relevant certifications, and a rapid response capability for emergency repairs.
• Inspect 39 water tanks (various sizes 10 K‑5 M gallons, heights 7‑44 ft) using ROVs and deliver hard‑copy and digital reports.
• Provide on‑call pressure‑washing and repair services, including hourly labor rates, material mark‑ups, and travel/mobilization fees.
• Meet strict qualifications: ≥15 years diving experience, ADCI commercial‑diving certification, confined‑space and first‑aid certifications, 24‑hour emergency response, 72‑hour non‑emergency response, and ABI/MWBE outreach documentation.
