Description

The Ute Dam Outlet Works Modification Project is a state‑funded civil‑engineering construction effort to repair, upgrade, and modernize the outlet works at Ute Dam in Logan, New Mexico. The contract will be awarded to a single prime contractor (sub‑contractors allowed with consent) to perform underwater bulkhead work, pipe inspection, bypass installation, electrical control upgrades, and associated commissioning and documentation. The solicitation requires mandatory participation in a pre‑proposal virtual conference and a mandatory on‑site visit, with a final proposal due July 1, 2026. The contractor must provide bid, performance, and payment bonds, maintain extensive insurance, and adhere to strict dam‑safety, environmental, and OSHA regulations. • Repair and underwater installation/removal of bulkhead at the dam intake; provide qualified dive team and equipment. • Conduct video inspection of existing 60‑inch and 42‑inch outlet‑works pipes and remove/replace a 6‑inch fill pipe and gate valve. • Install a 10‑inch stainless‑steel bypass system with electric‑actuated multi‑orifice and butterfly valves, flowmeter, and associated electrical power and control upgrades. • Perform pipe‑lining/coating repairs, commissioning, testing, and deliver O&M manuals plus training to ISC staff. • Meet a 336‑day completion window, with $3,700 per day liquidated‑damages for schedule overruns; provide 5 % bid bond, 100 % performance/payment bonds, and required insurance coverage.

Budget estimate

$5,000,000 – $15,000,000

Given the extensive scope—underwater bulkhead repair, video pipe inspection, installation of a stainless‑steel bypass system, electrical upgrades, and a full commissioning package—similar dam‑modification contracts in the Southwest have ranged from $5 million to $15 million. The lower end reflects a minimalist design with limited subcontracting; the higher end accounts for full‑service delivery, high‑spec stainless steel components, and strict dam‑safety compliance. Therefore, a reasonable estimate for the total contract award is between $5 M and $15 M.
