The VA National Cemetery Administration is seeking a small‑business prime contractor to provide on‑site inscription (engraving) services for headstones, markers, and niche covers at the Quantico and Culpeper National Cemeteries in Virginia. The contract is a single‑award firm‑fixed‑price IDIQ with a 10‑month base period and up to four one‑year options. Offerors must submit seven physical inscription samples that meet exact dimensional, lettering, and emblem specifications, and provide a full technical, past‑performance, and pricing proposal. The scope includes all labor, equipment, portable blasting facilities, safety and environmental compliance, and weekly status reporting.
• Provide on‑site sand‑blasting inscription services for government‑furnished granite and marble monuments at Quantico (primary site) and Culpeper cemeteries.

• Deliver a 40‑page technical proposal (experience, work plan, QCP, safety plan), past‑performance questionnaire, and an Excel price/cost schedule; all must be emailed by the 10/20/2026 deadline.
• Contract covers a minimum of 1,000 units and a ceiling of 20,000 units over the life of the contract; unit pricing is “all‑inclusive” with no separate cost breakdown required.
• Mandatory small‑business set‑aside (SBA) with at least 50 % of labor performed by the prime contractor’s employees; compliance with wage determination 2015‑4281, FAR, DFARS, OSHA, and noise limits (≤ 60 dBA at 500 ft).
