The PROTECT Program provides grants on a competitive basis for projects that seek to strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, heat waves, flooding, extreme weather events, and other natural disasters. The program supports planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure. Eligible applicants include units of local government, special purpose districts or public authorities with a transportation function, and Federal Land Management Agencies. The program has a 25% rural set-aside, and projects located in rural areas will be given priority consideration.
