EMN Outdoor Rec Business Needs Assessment

The State of Minnesota is seeking proposals for a comprehensive Business Needs Assessment of Minnesota's outdoor recreation industry. The assessment will serve as a foundational input to the State's forthcoming four-year Outdoor Recreation Economic Development Strategic Roadmap. The contractor will be responsible for collecting and interpreting data, identifying systemic challenges and emerging opportunities, and providing clear and practical insights to guide strategic decision-making. The proposal should include a work plan, methodology, qualifications and experience, work sample, and cost proposal. • The assessment should cover all segments of the outdoor recreation industry, including manufacturers, retailers, guides, and service providers. • The contractor should identify regional differences and unique needs of Greater Minnesota and metro-area business communities. • The contractor should integrate qualitative and quantitative methods to capture authentic business perspectives. • The contractor should provide a 20-40 page report that includes a validated snapshot of current business conditions, a deeper understanding of the supports and investments needed to strengthen the industry, and strategic insights to shape the State's economic development work.
