Notice is hereby given that the City of Biloxi, Mississippi, will receive sealed proposals at the Mayor's Office, City Hall, Second Floor, until 10:00 A.M. on the 5th day of November, 2025, for the following:WHITE AVENUE OUTFALLS PROJECT NO. 1123CITY OF BILOXI, MISSISSIPPIThe City of Biloxi will accept Statements of Qualifications & Experience from qualified firms for a design to combine up to four (4) existing storm drain pipes located on the sand beach into one singular new "poured in place" box culvert system south of the existing seawall and discharging into the Mississippi Sound in the area of White Avenue, Biloxi MississippiThe new outfall will be designed to manage the increased flow of up to four (4) pipe and also provide the public with an expansive walkway to use when viewing the Mississippi Sound. Design services will include, but not limited to: permitting; geotechnical investigations; field surveys; preliminary design with cost estimates; final design and preparate of construction drawings and specifications; and complete construction inspection services.Qualified firms must be familiar with coordination among multiple local, state and federal agencies, including but not limited to Harrison County Sand Beach Authority; MS Department of Marine Resources; MS Department of Environmental Quality; National Marine Fisheries; and U.S. Army Corps of Engineers (as it relates to projects that impact the seawall and environmental permitting).Qualified firms must be familiar with GOMESA funding including grant documentation and reimbursement requirements, and have a proven track record of providing these services.Proposal documents are available at www.biloxiplans.com.At this site proposals can be viewed for no charge or physically purchased. A selection committee will rank the proposals received by criteria described below:• Qualifications - 30%Technical competence of staff and principals• Experience - 40%Previous experience with the various permitting agencies that will be required for this project Experience with similar work completed in the last 5 years, specifically sand beach outfalls Past performance including timelines, cost parameters, and construction phase projects• Capacity for Performance - 20%Ability to perform in a timely fashion and within budgetPersonnel resources, company infrastructure, availability of qualified staff to implement the project• Proximity to the Project Location - 10%Finns will be evaluated and ranked according to the above criteria. The City will negotiate compensation with the highest ranked firm for the proposed project, which includes federal funding.Provisions of this RFQ and the contents of the successful responses are considered available for inclusion in the final contractual obligations. A written contract will be awarded to the firm whose proposal is determined by the committee to be most advantageous to the City, cost and other factors considered. The contract will include scope and extent of work and other essential requirements.If proposer elects to submit hard copy proposals, 5 copies shall be submitted.
