Intent to Single Source-University of California, Davis for Enhancement of FAALCAn

The Federal Aviation Administration (FAA) is announcing its intention to single source a contract to the University of California, Davis (UC Davis) for the enhancement of the FAA Life Cycle Analysis (FAALCAn) tool. The FAALCAn tool is a web-based platform used to promote energy use and resource conservation for construction and maintenance of airport runways and taxiways. The FAA wants to enhance the software tool to allow airports to more accurately track and reduce the environmental impact of building and maintaining airport pavements. UC Davis is uniquely qualified to provide the required services, as they possess exclusive knowledge of the tool's architecture, algorithms, and integration with the Federal Life Cycle Assessment Commons. • The contract is for the enhancement of the FAALCAn tool. • The tool is used to promote energy use and resource conservation for construction and maintenance of airport runways and taxiways. • UC Davis is the original developer of the FAALCAn tool and possesses exclusive knowledge of its architecture, algorithms, and integration with the Federal Life Cycle Assessment Commons. • The FAA is not soliciting competitive bids for this contract.
