Description

The Defense Health Agency Contracting Activity (DHACA) is seeking proposals for the development of compact oxygen generation medical devices. The requirement is for two focus areas: Compact Oxygen Generation, Medical (COGM) and Compact Oxygen Generation, Medical – At Altitude (COGM-A). The COGM device should have an adjustable flow rate of 3-7 lpm minimum and 15 lpm desired, while the COGM-A device should have an adjustable flow rate up to 15 lpm and high-pressure output for ventilators. The devices should be easy to maintain and suitable for use in austere environments. The proposal should include a technical approach, management approach, and cost volume. The Government prefers a period of performance of 24 months for COGM and 36 months for COGM-A. • The devices should meet the minimum performance attributes outlined in the Statement of Objectives (SOO). • The proposal should include a regulatory strategy for achieving FDA approval/clearance. • The proposal should include a maintenance and sustainment plan to support Government training, repair, maintenance, and sustainment of devices. • The proposal should include a manufacturing and commercialization plan for initial pilot production of devices. • The proposal should include a cost sheet template with priced milestones and a written cost narrative with support documentation.

Budget estimate

$1,000,000 – $10,000,000

The budget for this opportunity is likely to be in the range of $1 million to $10 million, based on the complexity of the project and the requirements outlined in the RFP. The exact budget will depend on the proposal submitted by the offeror and the negotiations with the Government. The Government's budget for the project is not explicitly stated, but the fact that it is a prototype development effort suggests that the funding will be significant. The budget may be structured as a cost-plus contract, with the Government reimbursing the offeror for their costs plus a profit.
