Commercial Property Division Privatization

The Cobb County Tax Assessor's Office is seeking a qualified firm to provide continued privatization of all functions of the Board of Tax Assessors Commercial Property Division. The selected company will be responsible for the annual review and mass appraisal of all commercial and industrial real property in Cobb County, preparation of annual assessment notices, defense of values under appeal, customer service, and all related clerical and administrative responsibilities. The company will utilize the County's Computer Assisted Mass Appraisal (CAMA) system and provide its own market data subscriptions, implementation plan, tablet devices, training, and a Cobb County-specific field manual. The company will annually inspect vacant parcels and properties with new construction, document inspection dates and percent completion in the CAMA system, measure and list all changes resulting from building permits, and submit recommended values with accompanying Change of Assessment Notices to the Director/Chief Appraiser. The company will also provide all services to the County in a professional and workmanlike manner, in full compliance with the Georgia Revenue Code and generally accepted industry standards for appraisal practices, methodology, and ethics. Some key responsibilities of the selected company include: • Annual review and mass appraisal of all commercial and industrial real estate • Data collection for new construction and changes to existing properties • Site review of all existing commercial and industrial parcels every 3 years • Recommendation of values • Preparation of annual Assessment Notices • Defense of values at all levels of appeal • Associated clerical, administrative, and customer service functions
