Description

The Englewood Downtown Development Authority (EDDA) seeks a qualified construction‑management firm to oversee the full lifecycle of the South Broadway Public Realm Project – from pre‑construction planning through construction and close‑out. The consultant will act as an extension of EDDA, ensuring schedule adherence, budget control, quality, safety, and minimal disruption to downtown businesses and the public. Key responsibilities include constructability reviews, cost estimating, schedule development, permitting support, on‑site observation, change‑order administration, stakeholder liaison, business‑impact mitigation, and final close‑out documentation. The work is phased: pre‑construction (through Dec 31 2026 and Jan 2027), construction (Feb 1 – Nov 15 2027), and close‑out thereafter. Deliverables span reports, updated cost and schedule data, meeting minutes, inspection logs, punch‑lists, and a final project report. The contract is awarded after a best‑value evaluation that considers technical approach, team experience, price, and stakeholder‑communication plan. • Location: South Broadway corridor, Englewood, CO • Scope: Full construction‑management services (pre‑construction, construction, close‑out) for streetscape, sidewalk, lighting, landscaping, utility upgrades, and accessibility improvements • Timeline: Pre‑bid meeting 8/13/26; proposal due 8/27/26; work expected to start late Sept 2026 and run through Nov 2027 • Required deliverables: constructability reviews, cost estimates, schedules, weekly reports, QA/QC documentation, punch‑lists, final report • Evaluation criteria: technical approach (30 pts), team experience (25 pts), price (30 pts), stakeholder communication plan (15 pts) • Mandatory contact: Elizabeth Watts, Procurement Specialist (303) 762‑2412, [email protected].

Budget estimate

$500,000 – $2,000,000

The scope includes comprehensive pre‑construction planning, full‑time on‑site management for roughly 12 months, and close‑out services for a downtown streetscape overhaul. Similar municipal construction‑management contracts in comparable markets range from half a million to a few million dollars, depending on project size, complexity, and fee structure (often 5‑10 % of total construction cost). Assuming the underlying construction budget for the public‑realm improvements is in the $5‑10 million range, a typical management fee would be about 6‑8 % → roughly $300 k‑$800 k. Adding expenses for reporting, stakeholder liaison, and supplemental services could push the total contract value toward $500 k‑$2 million. Therefore a reasonable estimate for the award amount is $500,000 on the low end to $2,000,000 on the high end.
