Emergency Medical Services

The City of York is seeking proposals to provide full-time emergency medical services (EMS) and necessary dispatching to operate said service twenty-four hours per day, seven days per week. The contract will be for a period of five years. The proposal should include a brief history of the organization, a listing of other municipalities served, location of operation headquarters, and a price quote to provide EMS per the specifications for five years. The City of York encourages participation by Small Diverse Businesses as prime contractors and encourages all prime contractors to make a significant commitment to use Small Diverse Businesses as subcontractors and suppliers. Some key responsibilities of the contractor include providing ALS and BLS, responding to 90% of dispatched calls for service within the City limits, providing stand-bys at police and fire events, and transporting city personnel at no cost to the city. • The contractor must have a business office located within the City of York and equipped with necessary equipment and supplies for the proper operation of the ambulance service. • The contractor must provide detailed monthly and annual reports. • The contractor must provide EMS continuing education for City Fire personnel. • The contractor must replace medical supplies used by City Fire Department personnel on EMS calls. • The contractor must provide rehab and supplies at working fires. • The contractor must have York County radio system equipment. • The contractor must be licensed by the PA Department of Health. • The contractor must treat city personnel on scene of emergencies at no cost to the city. • The contractor must provide an ambulance subscription to city residents. • The contractor must transport injured and/or ill emergency personnel at no cost to the city or the injured/ill party from the point of patient contact to a local hospital or other hospital as directed by medical command.
