OGE 450 Filer Software

The Government is seeking a secure, cloud-based, web-accessible Software-as-a-Service (SaaS) solution to enable the end-to-end electronic preparation, submission, routing, review, certification, reporting, retention, and management of OGE-450 Confidential Financial Disclosure Reports. The solution must support HUD OIG ethics officials and authorized users while complying with applicable Federal ethics, privacy, records management, accessibility, and cybersecurity requirements. The contractor shall provide all labor, software, licenses, hosting, maintenance, technical support, project management, training, cybersecurity, upgrades, and related resources necessary to provide a fully operational service. • The solution must provide secure role-based access, electronic workflows, configurable notifications, dashboards and reporting, audit logs, records retention, import/export of Government-owned data in machine-readable format, high availability, annual updates reflecting OGE form changes, user administration, help desk support, and transition assistance at contract completion. • The solution must protect Government information using applicable Federal security standards and operate in a Government-approved cloud environment. • The contractor must provide onboarding, administrator, reviewer, and end-user training, user guides, recurring refresher training, and responsive technical support during normal business hours. • The contractor must provide a Project Manager, implementation plan, status reporting, risk management, issue tracking, and quarterly performance reviews.
