El Dorado County Water Agency - RFP-Alder Reservoir Appraisal Study

The El Dorado County Water Agency is seeking a qualified consulting firm to conduct an 18‑month appraisal study for the proposed Alder Creek Reservoir and Conservation Project. The study must deliver a comprehensive technical, economic, and environmental evaluation of the reservoir concept, including alternative analysis, benefit‑cost assessment, cost estimating, and a draft feasibility plan of study. The consultant will coordinate with the U.S. Bureau of Reclamation, manage a Project Management Team, and produce a final appraisal report for agency decision‑making. • Perform project management, stakeholder coordination, and compliance with Reclamation funding agreements. • Develop and evaluate up to three design alternatives plus a no‑action alternative, including hydrologic modeling (ARIOps) and Level‑5 cost estimates. • Conduct benefit‑cost analysis, environmental screening, institutional review, and produce draft/final reports and a feasibility study plan.
