Notice of Intent to Sole Source - Indian Health Service Splunk Cloud Service Licenses

The Indian Health Service (IHS) intends to award a sole source contract for the renewal of Splunk cloud service licenses. The objective of this acquisition is to secure a one-year renewal of the existing Splunk cloud subscription environment and associated support services. The required products and services include Splunk Cloud Platform subscription, Splunk Enterprise Security Essentials, and data storage and archive capacities. The contractor must provide a renewal solution that satisfies all the minimum requirements, including federal compliance impact level controls, encryption at rest, and Premium Success Plan. The period of performance will be for one year, from July 22, 2026, through July 21, 2027. Key points to consider: • The contract is for a non-personal service, and the contractor's personnel will not be considered government employees. • The contractor must be authorized to provide the required subscriptions and renewals for U.S. Federal customers. • The contractor must provide only genuine and fully supported subscriptions. • The contractor must maintain the required hosting, compliance, encryption, and support characteristics of the existing environment. • The contractor must coordinate all administrative actions necessary to activate the renewal and prevent service interruption.
