The City of Edinburg is seeking a vendor to provide comprehensive testing services for its Police and Fire Departments. The services include the development, administration, and scoring of examinations for police officers and firefighters, as well as providing study guides to support candidate preparation. The vendor must ensure a fair, valid, and legally defensible process that supports the City’s commitment to hiring and promoting the most qualified candidates. The key responsibilities of the vendor include designing and developing written entry-level examinations, providing study guides and preparatory materials, ensuring all exams comply with applicable professional testing standards and legal guidelines, and providing exam analysis, scoring, and ranked eligibility lists. • The vendor will identify the methodology for developing each examination component. • The vendor will provide a copy of the final product. • The vendor will deliver complete exam materials to the City at least one week prior to exam administration date. • The vendor will provide a virtual online proctored examination option and an in-person option. • The vendor will only charge the City for any used entry-level exams. • The vendor will administer exam scoring and provide the result scores to the City within 48 hours of administering an exam for all entry-level exams. • The vendor must maintain the confidentiality and security of all testing materials and results.
