Intent to Sole Source: Morningstar Subscription Data Renewal

The Treasury Common Services Center (TCSC) on behalf of the Office of Financial Research (OFR) intends to contract with Morningstar Inc. on a sole source basis for the purchase of Morningstar Subscription Data. The proposed Contractor developed and owns the proprietary and patented hardware, software, and algorithms that are used in these products and support the services specifically required for this acquisition. The Office of Financial Research (OFR) requires the use of Morningstar Subscription Data, and the intent is to establish a contract to provide access to various Morningstar Subscription Data. • The period of performance for this award is anticipated to be one 12-month base period with four 12-month options. • The contract will provide access to Morningstar Direct data, a cloud-based global investment analysis platform. • Responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. • Qualified Contractors must provide specific details of the product(s) that their company offers regarding this notice. • The contract will greatly reduce duplicative administrative processes and allow data to be on-boarded more efficiently.
